12/11/2020 - Peru plunged into uncertainty as congress impeaches Vizcarra

Peru’s congress voted overwhelmingly in favour of impeaching President Martín Vizcarra on 9 November for ‘moral incapacity’, less than two months after failing to impeach him on similar grounds. Vizcarra could have fallen back on his popular support, manifested in widespread protests against the vote, as well as probable military backing, to cling on but he accepted his fate without demur. The decision elevated the head of congress, Manuel Merino, to the presidency. Assailed by accusations of orchestrating a power grab, Merino insisted that congress had done everything by the book and that elections would go ahead as scheduled next April, but the spectre of illegitimacy will hang over his caretaker government.
